Help on creating package installer

I've just created a StartupItem to be installed into /Library/StartupItems/ that run a No-IP command at boot.
It is used to update your DNS, for example mydns.no-ip.com, with your current IP, without having to be logged and using No-IP app (that anyway doesn't work on panther ).
I've used PackageMaker to install the folder and seems to work, but I need also to create a folder named etc into /usr/local/ in which I have to put a config file and I need also to run a command on Terminal after finishing the installation.

I know that I have to use resources script, but I don't know how.
Are they shell scripts? Applescripts?

I don't remember whether Applescripts can be used, but shell scripts definitely can, as can scripts for pre-installed scripting environments, such as Perl.
