Yep, it uses Safari's WebCore framework for rendering.

Yep. WebKit rocks. (I hope things like HelpViewer are linked to WebKit instead of integrating their own WebCore build...) ;-)

I think (im not sure though) that WebCore/WebKit/JavaScriptCore/WebFoundation are system-wide frameworks in Panther, meaning Safari, Mail, Help, Sherlock, etc can all use the same rendering engine, that is growing daily towards standards compliance..

Yeah, Mail uses it too in Panther. And if you make your own program, you can use it too!

Does it still do that annoying thing where if you're online (which, for me is always) it tries to search for updates, thus taking forever?
