Help w/Apache CGI Scripts

Can someone please tell me why I cannot get cgi scripts to work. I have Apache up and I can load web pages, but when I type in a url for a cgi-script I get a message saying "Forbidden
You don't have permission to access /cgi-bin/test-cgi on this server."

I have logged in as root and changed the permissions to the cgi file to 777. Has anyone else been able to get cgi scripts to work? If so, what did you do to set it up? Or does anybody know of a web site that gives help using Apache on OSX Beta? I've been to many sites on the web(including Apache.org), but they are all for other OS and refer to files and commands that were not installed with our OSX.

Well not exactly, but i think that apple turned all that stuff off. Go check the apache.conf file.
No idea how it works, but that's where you are going to have to be
