Highlighting a PDF if commenting not enabled by author

Is there anyway around that? I'm doing research and a lot of the docs come as PDFs. I'd like to highlight but it looks like the author (or automated formatting program of LexisNexis) has not enabled the commenting toolbar (it's not available from View->Toolbars). It'd be a great help if I were able to highlight.

Once an author has locked out a feature (including modification, copying and printing) you are pretty much out of luck with that document. In most cases you would need the authors password to reactivate these features.

When setting up secured PDF documents I'm asked for two passwords. First is an administrative password and second is an access password to enable certain features that have been turned off. There may be an access password you can get for enabling highlighting and notes from the author (or the author could provide you with a copy of the document with a unique password for that document).

Beyond that, I don't think there is any other way around it.
