'(up n down) on doc' meaning "(up and down) on the 'Dock'"?
Did you do the mandatory MacOS X post application addition procedure?
If not, try such ...
01. Launch 'Disk Utility' ('/Applications/Utilities/' folder),
02. Click on the boot volume (in the left side list),
02. Click on the 'First Aid' tab,
04. Click on the 'Repair Disk Permissions' button (wait ..., maybe, again?)
05. Quit 'Disk Utility'.
... now, try to launch 'Toast Titanium' version 7, again; and, reply with your results.

I've got the same problem. I updated to Toast Ti 7.01 and now, the app just bounces for about 15 seconds and stops. I don't even get a splash screen.
Any resolution here? I reinstalled, I deleted preference file, and I ran disc utility to repair permissions... I even booted of another volume to repair boot disk!
