How can I turn off "tip tool" or "help tag" yellow box?

The yellow box that appears on Safari when you stop moving the cursor can be annoying. Can it turned off?

It's OK on this site because I can see a summary of the first post in a thread, but on mapping, just as you put the arrow on the place you want - up pops the box and blots out the very place you are looking at!!

Tried searching for the answer but it's difficult if you don't know the officia name for the yellow comment box.
 
What in God's name are you talking about? Safari has no "tip tool" or "help tag" yellow box. Certainly there is no Apple-supplied software that behaves as you describe. Did you installed something like that on your system? Did you inherit your computer from someone who installed third-party software on it? Have you allowed friends to use your account?
 
Tool Tip is on my safari too, I don't find it a bother though and I like this forum as you can mouse over Topic headings and you can read some of the Post
