How to fix?

dear all,

I have a PowerMac Dekstop G4 showing continuous blinking question mark. I have already tried starting it up using an install CD 1 by pressing C key. However, instead of prompting it to CD system menu, it returns an instruction as follows:
 
Try holding down the option key with the CD in the drive. Select the CD when it comes up and it should boot from it.
