How to make images link to files in iWeb

On iWeb 1.1.2, how do I make an image link to a file when clicked? So when you click the picture, it will download a file.

Select the image, click the Inspector icon, then go to the link (arrow) tab.

It was using the photo album or whatever its called template, and it won't let me check the enable as hyperlink box.
