If it was truly /usr/local/libexec, then that is all third-party stuff, nothing from OS X itself (my system, for example, doesn't even have /usr/local/libexec). So I guess the big question would be what other stuff have you installed, or compiled and installed, that would be what to reinstall.
If it was /usr/libexec, then I would think the reinstall should get it.
