My 5 year old G4 has been running a little sluggish lately. I've tried countless programs to clean up my cache and such in order to get it back to its usual speed. If I were to copy all important programs to an external disk and then erase the G4's hard disk completely and start off new, would that solve my speed problems??

Perhaps.

Still - it would be nice to know the names of the ''countless programs', and the specific selections you chose 'to clean up my cache and such'.

Assuming you have OSX, have you tried permissoin fix or disk utility. How much ram does this box have and what kind of programs are you running?
technically you can't move your intsalled programs to another drive and then move them back after reinstalling the os. Do you have the install discs? You can move your documents/data to an external drive and then move them back after re-installing the os.
Carbon Copy Cloner may be an option for you as well

How much Hard Disk space do you have "Free"?
OS X will slow to a crawl if it has'nt the necessary space for swap files-virtual memory etc.
