i photo application won't open

Install it then go:
maintenance > and under rebuilding check "Launch Servces" and run that.

This has fixed problems for me in the past.

Do you mean "not open" or "not open automatically" when you plug the camera in?

There is another application called Image Capture that sits between the camera and iPhoto that does the recognition and auto opening. Check your Image Capture preferences.
