Ibook Won't Shut Down

I am running Mac OS X 10.1. Every time I try to log out, or restart or shut down. I am running 10.1 on an Ibook Dual USB with 256 Ram. Any suggestions>

I click logout, and the dock, desktop, menu bar disappear, and the cursor is still visible. It just stays there. If i press Control+Command+Escape, nothing is running. If i press the power button and click shut down, it takes me back to the desktop. The same thing happens if i decide to shut down or restart from the apple menu. Its like a circular process.
