ibookG4 not recognizing toshiba external

I am trying to get my iBookG4 to recognize a toshiba external hard drive. When I plug in the hard drive a blue light comes on but the external drive does not show up on the desktop. I'm looking for some program to get it to recognize the hard drive. The hard drive is recognized by my PC.

Open "Disk Utility" (located in /Applications/Utilities) and see if it's recognized there. If so, you can do various things to it like repairing the disk, formatting it, etc.
