imac starts, shuts down and restarts without stopping

I can't get my Imac OSX 10 to work since yesterday. It shuts down and starts
to the blue screen. The dock is there and the menu at the top of screen, and the little rotation wheel, mouse wont work. Then it shuts down and the same happens again. I started in Safe Mode and re-installed the 2 install discs. I tries alt-ctrl-P-R. But didn't help. PLease who knows what is wrong and can help me.
 
Turn off the computer and unplug everything from all ports (including the power cable). Then, plug in mouse and keyboard followed by the power cable only. At this point boot from your install discs. Format the harddrive and install the OS fresh. Once install is complete see if it boots normally. Did you add any memory to the computer? If you have any added memory, remove it as well.
