Images not loading in Entourage '04

I'm not able to see images in e-mails, even after clicking 'Download Images'. I have read other posts here and tried the recommendations, but no luck.
I am using Entourage 2004 w/ OS X 10.5.8, on a PowerBook G4. I have installed the latest Office and Mac updates. I am able to see the images correctly when using my other Mac (PowerPC G5, OS X 10.5.8), which has Entourage 2008.

I've also tested by using Outlook and OWA, which I am able to see the images in the e-mail so I don't believe it is a GPO issue.
 
First quit the program. Then Launch the Microsoft Office Entourage while holding down the "Option" button. It then will ask to to rebuild the database, dot it and it should help.
 
OK, I rebuilt the database, but that did not resolve the issue. Is there anything else I can try? Any settings to double-check?
