Yes, it does. /System/Library/PreferencePanes/Ink.prefPane. You need a Wacom or similar input tablet to be able to use it.

In the future it would be the considerate thing to do to perform a search. There is a search button at the top of the screen as well as a search text field at the bottom of each sub-forum. This subject has come up numerous times in the last couple of weeks and it becomes frustrating to some to see the same subject come up over and over when the information is all right here. I do not intend to offend you, just inform you. A search on "inkwell" returned 26 results, 8 of these threads had "inkwell" in the title.
