install disc 'restart' loop; wont start up from CD

Hi, I am trying to install 10.3 on a G4 tower currently running 10.4.11.

CDR's, not original discs.

The discs mount, and seem to have all the required software. When I click the installer icon, a window opens that says 'please restart your computer to begin installation' and has a restart button. I click restart, and all that happens is a normal restart. After awhile I the CD re-mounts and that's it.

Trying to start from disc (holding down C at startup) does nothing, just a normal start.

Trying to restart from disc in system prefs gives me the 'bonk' tone, no go.

Assuming that nothing is wrong with the CD's is there some simple thing I may be overlooking?
 
What is the origin of those disks?

It's likely that if they were copies of retail disks that they were not made correctly, and, therefore, cannot actually boot a Mac (even though they seem to have all files intact).
 
Or those CDs were made of 10.3 CPU-specific discs - those that shipped with some Mac - and even if they were correctly made bootable, they would not work with an other model of Mac than what those original discs were shipped with.
