Intermittent problems opening system apps

I am running os 10.3.7 on a PowerBook G4 and more often than not can not open various system apps such as iphoto, ichat, safari, system update... From time to time I do absolutey nothing different and all these apps work just fine. I read somewhere that bluetooth may be affecting things and have tried to remove it without success. All other apps work fine; ps, word, illus. I would like to try to fix this without totally reinstalling the system software. Any ideas?
 
First thing, use Disk Utility in your Utilities folder to Repair Permissions.
 
That's one of the apps that hangs, it wont let me run the utility. Now I have run this in the past and it found and repared problems. I can't seem to get it to start the utility today. Any other suggestions?
 
Other mac apps work fine, like DVD Player, Itunes, Preview, Garage Band, etc. However some of the System Preferences don't work such as Accounts and Security.
 
Try to boot from the install CD and when the install program first start, select File and launch Disk utility and try to Repair the Startup Disk. Also, if you still can, try to download the 10.3.8. Combo and install it. If the install works good, then launch Disk Utility and Repair Permissions. Good luck.
 
I logged myself out then back in and it went back to normal, for now. I have fixed the permissions with the Disk Utility and am going to restart. I have done this before however it always seems to go back to having the same problems. I will give it a test drive and let you know what happens. Thansk for the help.
