Internet connection, but no safari or Firefox???

I have a mystery issue that I wonder if anyone might know about.

I have a Mac Mini running 10.4, I can do a dig from Terminal and get info on any website from outside. I can also go into network utility and ping and do a lookup without problems (by IP as well as domain name). The mail is also coming in and going out unimpeded, and there is server access.

However, Safari will not work. Neither will the updater, it simply will not connect. I also installed Firefox just to see and that will not connect. I logged in as another user (admin) and Safari will not work from there either.

The Mini is on an Xserve network, and labors with Entourage through Exchange

I have:

cleared the cache (user and systemwide)
Repaired permissions
Run a Preferences test
tossed networkconfig.plist
cut down on startup items (8 startups)
Run Disk Warrior
Run Disk Utility repair
Zapped the Pram

Any ideas?

Have you tried reinstalling Firefox. That would let you know if the apps had somehow become corrupted.

Have you made any changes to network, router or firewall? Perhaps port 80 is not getting through, and thus web browsers are failing but everything else is working.
