Iphoto Problem on Mac Pro

The other day I was cleaning out some old photos on my system, and deleted by accident several documents that I think were called PLISTS (I thought the were random data reports based on their location). Long story short after and obviously stupid mistake, when I attempted to open IPhoto, I simply get the opening screen with a never-ending spinning hourglass. Apparently, It cannot find my library and photos.

Can anyone tell me how to solve this problem, so that Ican reload photos on my system.

What I have tried to this point...

1. Reinstalled IPhoto and all updates.
2. Attempted to create a new library....cant find a way to do that.
3. Tried to import photos......hourglass keeps spinning

Why do newbies believe that they can delete files at will and at random? Oh, well. Unless you deleted much more than you are admitting, then your iPhoto library is where it has always been. It is a package named iPhoto Library in your Pictures folder. If you have not deleted it already, then please, please, please don't delete it now. Double-click on iPhoto Library and Bob should be your uncle.
 
If that doesn't work, try launching iPhoto with the "option" or "alt" key held down. iPhoto will ask you to select a photo library to use, at which point you would navigate to your iPhoto library bundle and select it.
