is there a way to use Server Admin w/Apache2?

I am trying to get Subversion (versioning software) installed here at work and in my research I've found it's more secure to utilize Apache2 in conjunction with Subversion. With 1.3 being default on OS X Server I used ServerLogistics.com's Apache2 complete package to install Apache2. The install went great and I am able to view an index.html page put in the /Library/htdocs directory or wherever that is.

But I was told for our configuration of sites, we need to use Server Admin. Is there a means to user Server Admin with Apache2?
 
I do believe that Mac OS X Server (as of 10.3) uses Apache 2 as the default (while Mac OS X Client uses Apache 1.3)... does it not?
 
httpd -v on 10.3.9 reports it is 1.3.33 (for this comp at least).

and this installation of Tiger I'm trying to get Subversion to work on also repors 1.3.33.
