iTunes uses graphite theme...

why can't iTunes do the same?!

when using graphite in the general preferences panel, iPhoto uses the correct color, iTunes uses the aqua blue for scrollbars and buttons... why oh why?

That's just how iTunes is built, it's not like other apps. Thats why even in OS9, iTunes looks like the Aqua interface.

actually, iTunes doesnt use the aqua interface. It uses the same on that sherlock does... and if you look back, sherlock was using that sort of grey metal interface well before os x was ever released. iMovie uses the same thing to some degree, as it did in os 9.

I don;t know if this would have anything to do with it, but iTunes is a Carbon app set to run on both OS 9 and OS X. iPhoto is OS X only.

Wrong.

Although iTunes is a carbon app, it is not a fat app that will run on both OS's. OS9 and OSX have separate apps.

The problem here lies in the fact that Apple didn't write iTunes. Rather, they bought SoundJam from Cassidy & Greene, destroyed some of its key features, skinned it, and slapped the Apple moniker on it. SoundJam's interface allowed skinning; so, rather than re-write SJ to use native widgets, they simply hard-coded an Aqua skin into the app.

iPhoto, however, was a brand new app written from the ground up. It also uses some hard-coded widgets, but this app was properly written to detect UI changes and swap the graphite versions into place.
