iWeb oddity need help please

I'm wondering if any of you have used iWeb at all. There is an option called reflection which gives a photo a nice reflection on the background à la iTunes Cover Flow. However, the option is grayed out 95% of the time and only available whenever iWeb is in the mood to show it. Does anyone know why this option isn't always available to me? Here's a screen shot of the window I'm referring to, with the reflection option grayed out as it usually is.

I know iWeb is a pain and I would love to avoid it, but to accomplish this reflection effect in PhotoShop is gonna be rather tedious since there's 20+ pictures involved.
 
Yes, I have tried with both one single photo selected and with all photos. It works for shadow, because I can add or remove a shadow. However, the reflection for some reason remains grayed out. I actually was able to use it once or twice but I don't know what changed!
 
I find that I can apply a reflection if the photos are NOT in a "photo grid" layout scheme, but rather just "on the page", if that makes any sense... if the photos are part of a "photo grid", though, I cannot apply a reflection.
