Jag or Panther on yet to ship G4 Pwr Mac

I ordered a dual Boot G4 Pwr Mac last month from Club Mac and they are having trouble getting them from Apple. Still on Back order with no promise date yet. My question is will I be able to upgrade to Panther since I am buying the G4 right at the release date of Panther? I expect to have to pay for Panther, but seems like if you buy a new computer within a few days of an OS release you would qualify for an upgrade with out charge. I looked on Apple's site, but never could see this issue discussed. Any ideas out there? Thanks, a Mac user from the first in '84
