Japanese OS system: Format to US

Hello All,
I got this iBookG4, but the OS is in Japanese.
I like to format this OS so that I can use it.
Also, the previous owner password protected the system or something.
Everytime the system boot up, it went directly to the owner profile, and I cannot change it.
I attached some pictures--please review and give me guidance, so that I can learn and fix this thing.

I would like to wipe out the whole system.
Would that be possible with the previous user password protected ?
As previous stated, the system went directly to the user profile after the reboot.

If you want to wipe the system, just bootup into the OS X install disk and install. It won't matter if the user is password protected.

I thought I got this problem all resolved.
I created an account for myself, an admin account and deleted the other previous owner account. After the restard, everything is good--back in English. I install Mac Office, and everything is back to Japanese and Office showed that the previous owner is the person who installed the software.

Can someone help.
 
My guess is that they installed Office as well, and Office is reading their preferences. Try uninstalling Office from the "Remove Office" app, located in Microsoft Office 2004/Additional Tools/Remove Office
Then, re-install.
