Keyboard Shortcuts And Strange Behavior

I'm using tiger on a PowerBook G4. No External keyboard.

I'm having 2 strange issues with Keyboard Shortcuts.

Problem #1: Using the "fn" key alone for keyboard shortcut.

It took some trial and error to figure this out. I would be typing something and all of a sudden Expose would activate. I've been able to replicate this problem by doing the following:

1. Go to System Preferences -> Dashboard & Expose.
2. Set any of the items under keyboard shortcuts to the "fn" key.
3. Hold down the space bar, the letter "t" and single quote. Wazzam - it activates the same shortcut as the "fn" key does.

It is very strange that this (seemingly random) combination of keys would activate the function key. But that's what it does. I've tried it several times.

Problem #2: Custom Keyboard shortcut removed after logout/shutdown.

This is the problem.

1. I am logged in as a Standard User.
2. Go to System Preferences -> Keyboard & Mouse -> Keyboard Shortcuts
3. Change any of the settings by hilighting the shortcut and holding down the new combination until it is listed.
4. Either logout (I've logged into my Administrator user) or restart.
5. The shortcut has been reverted back automatically to what it used to be!
