Launching a program when a new file appears in a directory?

Is there any way under Snow Leopard to configure Launch Services to launch a program whenever a new file appears in a specified directory?

I know how to do this "manually" by writing a daemon to watch the directory, but if there's a way to make this happen via Launch Services, I'd rather do it in that manner.

Don't know about Launch Services, however a third way would be to attach an AppleScript to a Folder Action.
