login window prefs won't stick

After recently udgrading to Mac OS 10.1 server, I realized that the Login Window prefs won't stick. I would like to set it so the list of users with accounts appears in the login window (the view with the images) and "other user" if I ever need to log in as root. While I understand this is minor annoyance, I would like to know what's going on and how, if possible, to fix it. I've tried to change the login window settings for all users to no avail. Is there a particular preference/plist file that I'm overlooking?
