Long Delay after Launching ANY App

Hi all,

I'm a pretty seasoned OS X user, but I've run into a slight problem that I can't for the life of me figure out.

Every time I launch an application, it will launch, but it will remain unusable for about a minute while I get the spinning beachball. This happens for EVERY APP, regardless of the size/complexity of the app, and unaffected by the number of other running apps. I have 896 MB of RAM, G4 450, 7200 RPM 80GB drive.

has anyone else noticed this behavior? I've updated prebinding, defragged, etc., no luck.
 
I used to have a similar problem but it only affected Classic. I fixed it by disabling AppleTalk in the Chooser. But again, my problem was with Classic, so your situation may be totally different. Hope this helps.
 
What does system.log say when you launch an app?
Can you run top from the terminal to determine if a particular process is hogging cycles?
