Mac g4 locked up PMU chip?

I was playing around with my mac g4 logic board... ( yes, i know... ) anyways, i press the power, the light turns on, and the fan spinns up then everything just turns off... http://docs.info.apple.com/article.html?artnum=95035

Try resetting the PMU to take care of your power problems. You can find out how to do this with a simple search on Apple's site (hint: "G4 PMU reset"). If that doesn't fix it, something else is awry.

What exactly do you mean by "how can i unlock it"?
