Mac OS 10.5 DNS Server

My network with several distinct subnets. I have set up an initial MAC OSX Server on the subnet dedicated to servers (10.150.155.0/24). I set up DNS and open directory on this server. The server points to itself for DNS and is able to resolve hosts in the zone office.pri and hosts on the internet.

Clients laptops on workstations on a separate subnet (10.1.2.0/24) using the mac server for DNS can resolve hosts in the zone office.pri, but can not resolve hosts on the internet.

Response to nslookup on a client laptop for www.google.com returns "** server can't find www.google.com: REFUSED"

DNS Log shows: "20.2.1.10.in-addr.arpa/PTR/IN denied"

What do I have to do so that clients not bound to Open Directory and on various internal subnets routing to the server can resolve host names on the internet using the DNS server on the MAC OS X Server?
 
No, I tried that first, but the DNS service wouldn't restart after adding a public DNS server to the forwarding list.

I changed "localnets" to "any" and that seems to work.
