Mac OS 9 and OS X .app files

I thought that Mac OS 9 viewed Mac OS X's .app files as folders? Mine just shows document icons. Res Edit sees them as folders, but not 9.1 Finder

Apple made 9.1 show them as files control-click and you will see the show package contents menu item.
