Major or Minor problem?

I have a 12" G4 Powerbook model A1010. It has the 1ghz 1.25Mb Ram 40GB HDD. I turned it on and I get the blinking question mark and mac folder. Went to Apple store, they told me I had a bad HDD. I replaced the HDD with a new one and it does the same thing. I booted from a leopard disk and it wont recognize any HDD i have installed. Now when i turn it on the fan kicks on overdrive and doesnt stop. Could I have a bad logic board? or a bad cable? Apple said they cannot work on this model any more since its a 2003 model and is considered "vintage". Any help would be awesome, Im trying to decide if i need a new LB or not. Thanks!

Just to restate that question -
When you boot to the OS X installer disk, open Disk Utility from the menus.
Does Disk Utility show your hard drive, and can you format (Erase) the volume?

When i boot from the disk and open the utility up, all it shows is my CD Drive. But yet I can feel and hear the HDD spinning when the computer is on. ALso, how do I get the fan from kicking into overdrive when I turn it on? I tried reseting the PRAM but still didnt work.

All I can suggest is taking your PowerBook apart again, and checking the hard drive cable connection. Be sure to check both ends of that ribbon cable. If the hard drive is still not seen in Disk Utility, try replacing that cable. If that doesn't help, then you can suspect the logic board.
For the fan - try a power manager reset:
Reset the power manager by pressing the key combination Control-Option-Shift-Power.
If that doesn't affect the fan at all, then it's likely related to the reason that the hard drive is not recognized - probably a failed drive controller chip, which means replacing the logic board.
