Making customized Limited Users Dock/Desktop/etc?

I want to set up a very limited account for some kids to play their games on, fixing certain games to the dock, and the desktop, and then make it so they can't change it all.

Can I do this from my admin account, or do I have to take off restrictions on their account, go in, make the changes/settings I want, and then go back into my admin and limit their account abilities?

make the kids a new user, and don't give that user administrator rights. you can also limit which programs that user can access.

Um, G, that doesn't help him much...

You can change settings from within a user's account, you just need to supply your username and password to unlock the settings. Then you can modify your kids' accounts' Docks and lock the setting again so they can't modify it.
