I am a MAC user OS X Snow Leopard... I need to be able to load a data base from a PC that is in Access to my MAC, then be able to send it back and forth with the edits I make to our webmaster (a dedicated PC user) can you tell me how this can be done ......??
 
You could use Boot Camp of course but that wouldn't be too fun for rebooting the system in the other OS.
So your best bets are VMware Fusion, or Parallels, for running a Windows OS and using Access in it. Then just copy and paste and drag and drop and whatnot if you want to store the file primarily on Mac.
Blame Microsfot for not making Access really available on other than their own OS...
 
There isn't a native Mac OS X application that can read and write Microsoft Access databases, and like Giaguara said, this is Microsoft's fault. They have not written a Mac application for Access databases, nor have they licensed the Access database format for anyone else so that they could write a Mac application that can read and write Access databases. Microsoft pretty much has the format closed and locked to Windows-only operating systems.

The short and skinny of it is that you require the Windows operating system to manipulate Access databases. Giaguara mentioned a few virtualization technologies that will allow you to install a copy of Windows and run it "inside" of a window in Mac OS X, or you can also check out the Crossover products (which don't require a Windows operating system installation, but can still run Windows applications) and see if the version of Access you wish to run is compatible:
