Mouse speed settings not saved after restart

Heya,

I got a problem here,

I'm running a new Macpro, I got an admin account and an user account with limited priveleges. The user account does not have access to the system preferences (I want to keep it that way, it's a computer used by students).

The problem is the mouse speed, wich is by default pretty slow (too slow to work with). When I log on with the admin account, I can change the speed settings. So far so good. Then I log the admin out, log in with the limited user account using these new speed settings, so far so good. But when I restart, the settings are back to normal and slow (osx auto starts with the user account).

This also happens when I set the speed with the admin account, don't logout and just restart, the settings are back to normal.
I couldn't get it fixed in any way. I also tried giving the limited account access to the system preferences, but appearently that setting has reset also since I cant get the preferences pane up in any way using the non admin account.

Anyone got a clue whats going on? I'm pretty new to OSX, so I'm not sure how to handle it all.
What I would like is to set a higher mouse speed wich is saved and still used after a restart. It's saved now when I just log out the admin and back in as limited user, but erased after restart.
It would be even better if I could somehow give this user account access to the mouse speed settings, without giving access to all other settings (like network, etc). Checked the box for access to all system preferences for this user (accounts settings pane), just to test, but even that doesnt work. Is it even possible at all to just allow mouse speed settings?

I'll do some testing again tomorrow with the different preferences apps in system/library/etc
