Mouse Tracking/tiger

My mouse tracking is buggy.
The overall speed [across the screen] is good but the mouse acts as though it's caught in quicksand when I attempt to hit a point.
For example, I can fly from the bottom of a document to the top but when I try to select a single word the mouse gets extremely chuggy.
I'm on a G4, dual 1.25G with 1.25G RAM.
I'm running 10.4.2.

I have seen multiple reports of this being caused by USB hubs and in one case a USB PCI card. The fix is to replace the offending hub or PCI card.
