Multiple foreign Languages backend

A client wants me to build an online site and be able to offer 15 different country sites & languages. Using a shopping cart software like OS commerce would enable me to do that for the shopping side, is there an other tools/scripts someone would suggest to help with the other pages in the site. maybe 20 static pages of info that would need to be in other languages?
