My Mac keeps talking

When I turned my Mac (OS 10.4.11) on this AM, it started talking. It speaks everything I type. I can't get it to stop. Also, under the Apple, restart, shut down, and log out are duplicated. It also puts a black line border around every window I am working in.

I've tried repairing permissions, Applejack and run scripts with Cocktail.
Nothing has worked.

Any ideas and suggestions would be very appreciated.

You have inadvertently turned on your VoiceOver.
Open your System Preferences, then Universal Access. Turn off VoiceOver.
You'll notice that it can be accidentally turned on with Command-fn-f5
