Need Apple Software Restore

Where can I find Apple Software Restore ? Is seems to be on my OS 9.2.1 CD but when I try to execute it, it says that there are no preferences....?

Any suggestions ?

If you're trying to use the Apple Software Restore CD, you should boot from it. Make sure you pop it in your CD drive, then restart while holding down the 'c' key. I don't think it will run unless you actually boot from the CD itself.
