I did some searching, both here and on Apple discussions, and I found several people asking, but nobody answering this issue. Well, I think I've figured it out. I'd be keenly interested to hear if this approach works for anyone else:
Go System preferences / Network
Choose Show: Internal Modem
Under the TCP/IP tab, choose Using PPP
Under PPP tab, put in any old Service Provider name, plus the dialup phone #, the username and password
Under modem tab, make sure settings are correct.
Click 'Apply Now'
Open Internet Connect
The number you entered should appear on the dropdown. Choose it, then click "Connect"
When connection is established, exit Internet Connect and go back to System Prefs/Network/TCPIP
Observe the "Router" address. Select this number and copy it to the clipboard.
Exit System Preferences.
In finder, choose Go/Connect To Server...
Delete the contents of the address field, and paste in the router IP.
Click 'Connect' and cross your fingers.
If all goes well, the appletalk login window will appear soon.
