Right before the WWW took off (for a year or two), gopher took off as the first widely popular hypertext platform on the internet. Gopher was completely tex-based, and was very popular with libraries (the first non-telnet internet-accessible card catalog I ever used was implemented via gopher)
If you want to get an idea of what it was like, Mozilla supports gopher. Open a new browser window in Mozilla and put this in
the URL field: gopher://gopher.tc.umn.edu
(the gopher protocol was invented at the University of Minnesota, hence the name.)
