Network Card Not Found

I just installed a PCI Network Card into my Dual G4 running 10.2.3
The card is a D-Link DFE-530TX+, it is supported by 10.1.x +
I installed the package it came with and restarted. It will not appear in the Network options under System Preferences. My only options are Built-In Ethernet and Internal Modem. Im kinda at a loss of what I can do beyond this. My internal ethernet is damaged so I cannot use that.
 
did you go to the Network port configurations and then click 'new'? a pop up button should then list the interface. If not, check the apple system profiler and see if it shows the card on the PCI bus.
