Network Card problem?

I've got a weird problem that just recently started. I've got a dual-boot (bootcamp Vista) MBP (Penryn) and it has suddenly started exhibiting horrible network performance on the OS X time, and mediocre performance in vista.

In OS X, when I try to navigate to a website, I will often have to wait up to 15 seconds (on a 1.5 Mbps connection) before the page even begins to load, and once it starts loading, it typically takes far longer than it ought to.

This problem is less severe in Vista but still noticeable.

I've run speed tests that indicate I am getting the appropriate speeds, and I've checked my modem out (AT/T motorola 2210) and it seems fine with other computers.

What I have noticed: when I hook the MBP up in either operating system to the modem, the modem's LED indicating a connection between the modem and the computer flashes with no apparent pattern. When I use different computers, I don't notice this light flashing, so maybe there is a problem with my network card?
