New battery is not charging

I live in Ukraine and have used my iBook G4 in Armenia and Ukraine. My battery died and the new one is not recharging while plugged in. There are no Mac Stores here and the techs are suspect. Can you suggest home trouble shooting tips to figure out why the new battery will not charge. Internal power supply? Instability of electricity coming out of the wall? This is one of those problems that makes you sick to your stomach.....especially living in a less than ideal tech support market.
 
Hm. Sounds like it might

a) not have been the battery at fault when you replaced it, but rather the charging part of the iBook...? or...

b) the battery you've bought was faulty and simply doesn't work. Take it back and get one which _does_ charge.
 
This sounds very logical. I know that the battery was charging at the office where I bought it. Which points to the issue not being the battery at all. My concern is having someone in this part of the world that I don't know actually going inside and dealing with the internal power supply or worse.
