New install of Panther in a Dual 1.8 G5

I,ve a new dual 1.8 G5, the problem is when I started the mac and after the system instalation, the OS stuks in the the welcome greetings and basic settings. I Choose the language (Portuguese) and then I can't choose the keyboard layout. When I go back and forward, the setting continue untill the end. When the sistem intends to start the screen goes blue and then the welcome pannel (and the music) starts again.
 
Do you mean all your choices are grey in the keyboard layout?

Did you install the Portuguese language kit when you installed the OS?
 
The problem is solved. Is a bug from OS 10.3. When I've choosed United States as country and English as language, and then going back and choosing Portugal as Country and Portuguese as language the problem was solved.
