No dock!, or access to desktop!

hi, I'm running OSX 10.3.9. I was playing around with an app. for customizing the dock, and when I made some changes and restarted. The dock never came back. On top of this, I am unable to click on my desktop icons. So, basically, I am running my computer from the menu bar at the top. But for instance, right now I am running safari, which is fine except that I can't get the finder bar back unless I quit. (alt+tab does not work either.)
Does anyone know what I might do?
 
First of all, what software were you using to make changes to the Dock?
Second, have you tried to do a Control+Option+Escape to bring up the Force Quit menu? You can try to restart the Finder here.
Also, you might want to try killing the Dock to see what happens. Bring up terminal and type "killall Dock" (without the quotes). This will kill the Dock and try to restart it for you.
If all else fails, you can try rebooting. Have you done that yet? Try everything above first, then reboot.
