Ntp Not Working On Powerbook/10.3.9

I have a Ti Powerbook and a G5. The clock on the PB
keeps horrible time, gaining a couple minutes every week
or so. I probably wouldn't notice it except for the fact
that the NTP daemon appears not to work until I open
the Date & Time preference dialog. Once I do that,
it warps the time back to the correct time immediately.
My G5 has no such problem. Any idea what the problem
might be and how to correct it?

PRAM Battery?

First; Try resetting the PRAM;

It holds clock settings and can become screwy.
