In 'Workgroup Manager' the 'Sharing' is greyed out in both the menu and tool bar. This had happened while having version 10.3.5. Upon finding this I updated to 10.3.8 in hopes it would fix the problem. It didn't.

I repaired permissions and did the disk repair but still no change.

Do you have permissions to administer the server. Remember there is for examplke a difference between the root user and the MAC OS X administratior.
