OS X - Tiger 10.4.11

My computer's filing system is all mixed up (running 10.4.11) The Applications are in a folder on the desktop instead of in the sidebar of Finder. When I open Finder the Application Folder only contains a Utility file but no utilities! It is a mess and think it needs a clean install.
Any ideas how to sort it out ???
I'm blond!
